S.E. Culpepper has headed the Newport News Department of Social Services since 1972, when he was hired as Director of Social Services. In 1975, after City reorganization, he was promoted to the Director of Human Services and given the responsibility of direct supervision over the Departments of Social Services, Virginia Cooperative Extension Service, Libraries, Parks and Recreation, and Weights and Measures. Currently, he oversees the Department of Social Services, the Virginia Cooperative Extension Service and the Healthy Families Initiative. He is a past president of the Virginia League of Social Services Executives and serves on many state boards, committees and task forces.
Mr. Culpepper's work experience prior to Newport News includes the following positions: Social Worker, Probation Officer and Elementary School Principal.
A native of Norfolk County, better known today as Chesapeake, Virginia, Mr. Culpepper is married and has two children. His education includes a Bachelors Degree in Political Science and a Masters in Public Administration from Golden Gate University.
