General Relief


The General (GR) Program is designed to address the needs of persons who do not meet the eligibility criteria for federal programs, TANF and Supplementary Security Insurance (SSI). A GR applicant potentially eligible for assistance for a federal program who refuses to apply, or after applying, does not cooperate with requirements to determine eligibility, is not eligible for GR benefits. This program is financed through state and local funding.

The Code of Virginia, Section 63, 1-106, as amended, allows a local city/county board of Social Services to choose to establish a program of GR and to choose what specified assistance components will be provided within the local plan. A person qualifies for GR if eligibility requirements are met and the specific component needed has been incorporated in the local plan.


In regard to our local plan, limited financial assistance may be provided in the following situations:
  1. You have applied for SSI, or you are appealing an SSI decision
  2. You have a minor child in your home but do not qualify for TANF because you are not a close relative
  3. You have emergency food, shelter, medical or clothing needs, and need emergency help with expenses
